About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description

The Deputy Secretary-General is a key role supporting the Association ensuring that ENTSO-E delivers on its strategic and legal commitments through high-performance execution, aligned teams, and operational excellence. The Deputy Secretary-General has a coordination mandate of the technical work of all business sections, in particular the Deputy Secretary General has a delegation from the Secretary General to supervise the ‘Business Sections’ of ENTSO-E: System Development, Market and Operations, Innovation, Information and Communications, and that part of Legal Services which concerns the work supporting the Committees and business sections listed above.  The relevant Heads of Section remain the main support and point of contact of each Committee/LRG/PCG Chair. The Deputy Secretary-General provides support to the cross-committee coordination responsibilities of the Board.

As Deputy Secretary-General, you report directly to the Secretary General. The Deputy Secretary-General has full delegation from the Secretary General for day-to-day management of Heads of Section under her/his responsibility. This includes managerial guidance, and approvals like schedules, holidays, expenses, travel, and other administrative duties. The Deputy Secretary-General will have an appropriate financial delegation in line with the function for example signoffs in policies such as procurement or contract management in line with role.  The Deputy Secretary-General conducts annual appraisals of those Heads of Section, but goals are set in agreement with the Secretary General at the start of each year. 

This is a full-time role based in ENTSO-E Offices in Brussels, Belgium. Travel to Member TSOs across Europe is expected. This role cannot be seconded.

As Deputy Secretary-General, your tasks and responsibilities will also include:

  • As Deputy Secretary-General, you bring the leadership, skills and experience to advise, support and add value to ENTSO-E.
  • Responsible for the coordination of ‘business sections’ and reporting on them as relevant.
  • As a key person for Main Office Holders to contact where needed on the matters related to activities concerning the business sections.
  • Track and implement key priorities of the Association Strategy in the ‘business sections’ supporting the Board in ensuring the strategy is applied across the Association.
  • Support the ‘business sections’ in the planning and implementation of the approved Annual Work Programme including value added initiatives, in collaboration with Office Holders, Secretary General and Heads of Sections.
  • Develop and create opportunities for cross committee initiatives and efficiencies, as relevant to the Chair of the Board and other elected Office Holders / Heads of Sections (HoS).
  • Coordinate the Cross Committee initiatives with each Chair/HoS and ensure contacts with all Committees/LRG/PCG are up to date taking care of necessary changes.
  • Support relevant meetings in terms of preparation and discussion for business section matters and liaise with the Chair of the Board and Secretary-General to obtain feedback on the expectations towards ENTSO-E.
  • Track the actions and the Board expectations toward ENTSO‑E, and other strategic initiatives under the ‘business sections’ which Members raise with ENTSO-E, provide solutions to office holders and Secretary General.
  • Track Member satisfaction in respect of Cross Committee initiatives and within the business sections’ and inform regularly on the performance to the Secretary General and as relevant.
  • Develop and implement Cross-Section processes, procedures, platforms for tracking the implementation of legal mandates, knowledge sharing and supportive policies to engage TSOs regarding its legal mandates in a more timely and relevant way.
  • Support and optimize the planning with the business sections for Annual budget, Annual Resource Planning with focus on maximising efficiencies and Member Interfaces.
  • Liaise and coordinate with the Secretary-General and the Heads of Sections, ensuring the alignment and coordination from Member and Secretariat perspective.
  • Support the Secretary General in her duties and can act on her behalf in case of absence or need.

Your profile

Main Requirements

  • Experienced leader (15-20 years) and with relevant experience in ENTSO-E TSO Community (such as TSOs, TSO Subsidiaries and TSO Associations).
  • Master’s degree or related field of engineering, business, economics or related discipline.
  • Proven track record with extended management and project responsibilities.
  • Solution-oriented, proven leadership in complex, multi-stakeholder environments.
  • Expertise and professionally competent in at least one TSO field covered by the job description (Markets, System Operations, System Development, Information and Communications Technology, Legal). Note more than one TSO field would be an advantage.
  • Experienced people manager of staff and supporting talent and staff development.
  • Excellent communication skills and in particular excellent level of English, both verbal and written including ability to deliver impactful presentations.

Additional Requirements

  • Proven experience in EU Legal Mandates (7+years) with understanding of Member TSO-related expectations and services.
  • Deep understanding of EU energy policy, electricity markets, grid development, and regulatory framework.
  • Excellent approach to stakeholder management and ability to develop a rapport with key stakeholders
  • Service oriented with ambition to always provide Member value at every opportunity.
  • Familiar with ENTSO-E working processes and governance.
