ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description

We are looking for a highly professional and skilled Economic Regulation Specialist, passionate about the European electricity market and the energy transition. The successful candidate will work in the ENTSO-E Secretariat in Brussels and will be required to be based in Belgium, where a hybrid working environment will be offered. You will primarily coordinate ENTSO-E's strategy to advance a consistent and sound economic framework for TSOs, within the Business Planning Section and Market Committee and its structures formed of transmission system operators (TSOs).

You will be part of the Strategic Planning team, which oversees the ENTSO-E Strategic Roadmap and the Economic Framework related tasks.

Occasional travels may be required to support teams at events/meetings organised outside of Brussels.

Your responsibilities

The Economic Regulation Specialist is part of the Strategic Planning team and reports to the Strategic Planning Manager and the Head of Market Section within ENTSO-E. You will closely collaborate with colleagues from various sections, members, and stakeholders of the association. Specific responsibilities may change over time depending on the evolution of the priorities and strategic projects. The following responsibilities are foreseen:

  • Coordinate ENTSO-E's strategy to advance a consistent and sound economic framework for TSOs, including on financing of investments, regulatory incentives, tariffication, and cost sharing.
  • Work closely with relevant working groups and task forces, including the Working Group Economic Framework. Take ownership of planning, coordinating, and executing internal processes.
  • Manage documentation processes, including cover notes, session files, internal reports, and facilitate interactions with multiple stakeholders.
  • Develop and deliver the ENTSO-E Strategy on the EU Action Plan for Grids, specifically on those actions points related to tariffication, cost-sharing, and regulatory frameworks.
  • Coordinate and develop ENTSO-E’s proposals to effectively reform the Inter-TSO Compensation (ITC) Mechanism.
  • Lead project teams, ensuring coordination and collaboration among team members to achieve project milestones. Monitor and control project finances, optimizing resource utilization to ensure successful project delivery within budget constraints.
  • Oversee key projects critical to the strategic and technical objectives of ENTSO-E and TSOs, focusing on the implementation of tasks with Cross-Code significance.
  • Develop and maintain strong relationships with various stakeholders, regulators and EU institutions to ensure alignment with industry standards and regulations. Lead key external interfaces such as European Commission and ACER.
  • Develop processes, reporting mechanisms, and governance frameworks for managing programs within ENTSO-E and support and maintain a project/program management office. Contribute to the creation of project plans, monitor progress, and ensure adherence to timelines and budgets.
  • Opportunity to be responsible for the resources planning and budget for the Market Section, aligning with organizational objectives.

Your profile

  • University degree in engineering, economics or business administration with at least 3-4 years’ experience in energy consulting, electricity sector or similar background.
  • Experience in energy markets and TSO organisation(s) or similar will be considered as a plus. Understanding of the TSO business model, European energy regulatory framework and EU policy objectives is expected.
  • Proven expertise or knowledge of economic regulation and electricity tariff setting including engagement with ACER and/or National Regulatory Authorities.
  • Proven expertise in project and program management methodologies, organising resources and managing priorities; Strong organisation and coordination skills working across multiple groups and disciplines.
  • Highly developed interpersonal and verbal/written communication skills in English, with ability to negotiate, influence and build consensus.
  • Change management expertise with a proactive and flexible, service-oriented attitude.
  • Strong analytical skills and structured problem solving.
  • Ability to work within a multinational and multicultural professional environment.
