ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description

Join the dynamic team at ENTSO-E and contribute to pioneering project within the System Development section. As a Multi-Energy Scenario Specialist, you will work alongside the Scenarios Project Manager, reporting to the Long-Term Planning manager. The Long-Term Planning team is comprised of 6 staff members and is embedded in the System Development section covering about 30 people.

The Long-term planning team focuses on the ENTSO-E legal mandates related to the Ten-Year Network Development Plan (TYNDP), which includes scenario building, system studies, project CBAs, offshore planning and multi-sector modelling. The Multi- Energy Scenario Building Specialist will support the scenario development in particular.

You will play a key role in the technical and analytical aspects of multi-energy scenario development. You will ensure the technical coordination, support modelling experts and the efficient functioning of the toolchain, working closely with the Scenarios Project Manager, who will oversee and guide the strategic direction of the project.

In this role, you will develop a deep understanding of scenario modelling tool chains used across the sector. Therefore, we are looking for someone with experience in, or who is able to quickly learn, open-source tools, custom in-house tools and commercial tools for expansion modelling and production dispatch modelling (such as Plexos, Antares, BID, other).

Your responsibilities

The responsibilities are set by the Long-Term Planning team Manager and Head of Section and may be subject to change depending on projects and priorities. The following responsibilities are initially foreseen:

Tool Management

  • Ensure efficient data flow throughout the tool chain enabling the timely delivery of high quality scenarios.
  • Provide expert support to the Working Group Scenario Building sub-teams in terms of tool expertise, new approaches and interaction between tools.
  • Support the data collection process to enhance robustness of scenarios.

Scenario modelling

  • Apply your modelling expertise to use and further improve the Pan-European electricity market models of ENTSO-E. 
  • Propose innovative methodologies and solutions for increasing the efficiency of modelling and data processing methods. 
  • Conduct initial testing of the tool chain following data or methodology update.
  • Direct application of modelling tools as part of TYNDP Study Team during periods of high workload.

Interaction with other ENTSO-E teams

  • Act as the reference technical contact for other ENTSO-E project teams, ensuring consistency and identifying interface challenges.
  • Support the enhancement of market models in close coordination with the System Modelling team, which oversees the databases and data collection. 
  • Strong interaction with the section’s System Modelling Team is expected to ensure robust and efficient data flow and management.

Support to the Scenarios Project Manager:

  • Report regularly on technical progress, challenges, and risks to the Scenarios Project Manager.
  • Assist in organising and coordinating meetings with external and internal stakeholders.
  • Support in drafting comprehensive reports and aligning on stakeholder communication strategies.
  • Analyse and interpret the results obtained and disseminate them in clear and concise presentations and reports. Ensure appropriate quality of products and harmonization of messages with ENTSO-E strategy. 
  • Support ENTSO-E by ensuring timely delivery and quality of work products and policies, as well as follow-through and implementation involving members and external resources. 
  • Interact with European Stakeholders, e.g., ACER and the European Commission, as required. 

Your profile

  • University degree, preferably in power or energy engineering, applied mathematics/physics or similar; Knowledge in economics would be a plus. 
  • At least 3 years of experience in the energy sector. Experience in a European Association or organisation, or TSO is an added value.
  • Modelling experience, ideally applied to electricity market and/or power systems using software from commercial packages or open-source platforms.  
  • Strong understanding of mathematical optimisation methods and applications on power systems is considered a plus. 
  • Proficiency in data analytical skills for big data processing, automations and quality checks, using tools/languages such as Python, R, SQL or similar.
  • Excellent attention to detail with a focus on ensuring tasks are completed to high quality standards; able to convey this work ethic to study teams, direct colleagues and member TSOs who contribute to the data processes. 
  • Team player with ability to be resourceful and supportive of others when necessary and adapt to new priorities being set by the team. Eager to take coordination initiative and facilitate consensus.
  • Good communication skills to convey technical progress, challenges, and risk. 
  • Fluent in English, including writing and presentation skills, with ability to report internally and externally to technical and non-technical audiences.
  • Motivation to work in a multi-cultural environment and to contribute to the European Energy Union.
