Le service logistique et achats assure l’approvisionnement des articles et des services externes en fournissant toute l’information en lien. Il harmonise les pratiques qui concernent la logistique (gestion des stocks, gestion des dons, et transport de matériel) et les achats (marchés publics et approvisionnement), et apporte un support en termes d’expertise et d’accompagnement aux centres du New samusocial. 

Votre fonction

L’acheteur.euse expert.e en marchés publics assure la gestion et la sécurisation de marchés publics complexes, tout en contribuant à la résorption du retard dans le lancement des procédures. Il/elle participe à l’amélioration des pratiques achats via la structuration des outils et processus, et assure le transfert de compétences auprès des équipes afin de renforcer leur autonomie et leur performance.

Vos tâches comprendront les aspects suivants :

Pilotage des marchés publics complexes 

• Prend en charge des dossiers à forts enjeux (techniques, financiers, juridiques);
• Définit et déploie des stratégies de sourcing adaptées;
• Pilote les procédures de consultation (analyse des offres, négociation, attribution);
• Sécurise les aspects juridiques et contractuels.

Négociation et optimisation du panel fournisseurs 

• Conduit les négociations dans un cadre réglementé;
• Identifie et qualifie les fournisseurs clés.

Suivi de la performance fournisseurs 

• Met en place et suit des indicateurs de performance;
• Organise des revues fournisseurs;
• Identifie les axes d’amélioration et pilote les plans d’actions.

Structuration des outils et processus achats 

• Formalise et harmonise les processus achats;
• Met en place des outils de pilotage (tableaux de bord, templates, procédures);
• Améliore la traçabilité et la sécurisation des pratiques;
• Contribue à la standardisation des méthodes de travail.

Transfert des compétences et accompagnement des équipes 

• Forme et accompagne les acheteurs.euses marchés publics (tactique et stratégiques);
• Partage les bonnes pratiques et méthodologies;
• Contribue à la montée en compétence globale de l’équipe;
• Organise des formations internes en fonction des besoins.

COMMUNICATION, REPORTING ET LIAISON

• Participe aux réunions d’équipe et débriefings internes;
• Collabore avec les différents départements pour les guider dans la réalisation de leurs projets d’achats;
• Veille à la bonne transmission des informations aux autres collaborateur·rice·s;
• Est en contact régulier avec des fournisseurs pour négocier et conclure des marchés.

Votre profil

Compétences techniques

• Vous possédez un master (droit, sciences de gestion, marketing etc.);
• Vous disposez d’une expérience préalable de 5 ans dans les achats publics et de préférence en Belgique;
• Vous maitrisez les différentes procédures d’achats publics;
• Vous disposez d’une expérience en négociation avec des fournisseurs ;
• Vous possédez des capacités d'organisation et de rédaction irréprochables;
• Vous avez une connaissance des logiciels de bureautique courants (Suite Google et Excel).

Wat ga je precies doen als klantenadviseur van Farys?

Farys verzorgt voor de deelnemende steden en gemeenten de drinkwaterdistributie en het drinkwatertransport, de zuivering van water en het beheer van sportaccommodaties. Je beantwoordt aan de telefoon en via e-mail vragen van burgers en bedrijven over facturatie, verhuis, meterstand, defecten, keuringen … Heel afwisselend dus, ook omdat elke klant een antwoord op maat verdient.

Fedasil kent materiële hulp toe aan verzoekers om internationale bescherming en aan andere categorieën van vreemdelingen die ook recht hebben op opvang ("opvangwet" van 12 januari 2007). Fedasil organiseert, rechtstreeks of via haar partners, een kwaliteitsvolle opvang en begeleiding. Het Agentschap beheert bovendien de observatie en oriëntatie van niet-begeleide minderjarige vreemdelingen (NBMV). Fedasil coördineert de programma's voor vrijwillige terugkeer vanuit België. Fedasil draagt bij tot het uitwerken, de voorbereiding en de uitvoering van het opvangbeleid. Functie

Doel

Bij de ICT-dienst van Fedasil sta je als Service Manager in voor het beheer van een of meerdere applicaties nadat ze opgeleverd en in productie gesteld zijn. Je verzekert de continuïteit van de processen van de interne klanten van de ICT-dienst door ervoor te zorgen dat de ICT-producten die je beheert naar behoren werken. Je staat daarnaast in voor de begeleiding bij het in plaats stellen van nieuwe functionaliteiten of andere veranderingen aan de door jou beheerde applicaties, dit in samenwerking met ICT-medewerkers (bv. ontwikkelaars of infra-specialisten) en in afstemming met de interne klanten. Eén van de producten die je beheert is Match-IT, de applicatie de kernprocessen van het agentschap digitaliseert.

Context

Je zal werken in het PMO-team van de ICT-dienst op de hoofdzetel van Fedasil in Brussel. Dit team bestaat uit project managers en service managers die samen het end-to-end beheer van de ICT-projecten en producten in goede banen leiden. De ICT-dienst maakt deel uit van de Directie Algemene Diensten van Fedasil en voorziet het hele Agentschap, inclusief de opvangcentra van Fedasil, van de nodige software- en hardware-oplossingen.

Verantwoordelijkheden

Als Service Manager bestaan je taken voornamelijk uit:

• Het opvolgen en oplossen van de openstaande issues voor de applicatie(s) die jij beheert, in samenwerking met je ICT-collega’s en in overleg met de interne klanten
• Beantwoorden van support tickets en vragen van gebruikers in verband met de applicatie(s) die jij beheert
• Onderhouden van goede contacten met interne en eventueel externe stakeholders (leveranciers, partners)
• Duidelijk communiceren naar het service team toe, de eindgebruikers, interne klanten en de hiërarchisch verantwoordelijke.

De selectiecommissie bestudeert alle kandidaturen. De preselectie gebeurt op basis van je kandidatuurdossier (CV en motivatiebrief, diploma + gelijkstelling en attest indien nodig). Alleen de kandidaten waarvan het profiel het meest overeenkomt met de functievereisten zullen worden uitgenodigd voor een selectiegesprek.

Selectie

De selectie bestaat uit een selectiegesprek vanaf 15-05-2026. Van de kandidaten die geschikt worden bevonden wordt de kandidatuur in een wervingsreserve bijgehouden voor alle types van arbeidsovereenkomsten voor de duur van 2 jaar. De kandidaten die niet geslaagd zijn, kunnen gedurende 6 maanden niet meer deelnemen aan een nieuwe procedure voor een gelijkaardige functie op hetzelfde niveau.

Zin in zorg?

Vallei is een open afdeling die een warm en ondersteunend klimaat probeert te scheppen voor 40 patiënten met een langdurige en ernstige psychiatrische problematiek. Er verblijven voornamelijk mensen met een psychotisch lijden. Maar ook stemmingsstoornissen, (problematisch) alcohol- en druggebruik of hechtingsmoeilijkheden zijn problematieken waar mensen mee worstelen.

Enerzijds verblijft er een ouder wordend publiek dat nood heeft aan lichamelijke zorgen en zoveel mogelijk leeft op de afdeling (verantwoordelijkheden, functies en rollen opnemen binnen de afdeling).Voor hen is de afdeling hun thuis, een blijvend asiel. Anderzijds zijn er meer dynamische subafdelingen zoals Breeg (5 patiënten in een aparte vleugel met studiowonen), en Tussenhuis (6 patiënten, die een gemeenschapshuis huren in het dorp, vlakbij de afdeling). Hier verblijft een jonger, ongekend en vaak acuter publiek dat nood heeft aan meer één op één begeleiding en nog meer zoekend, worstelend is in hun positie binnen de verhouding kliniek-maatschappij. Vallei biedt dus onderdak aan een erg heterogeen publiek. Eigen aan al deze mensen is dat ze lijden aan het leven, aan de vanzelfsprekendheid van het leven zelf. Vandaar het grote belang van het samen tussen de mensen leven.

Vallei is een bijzondere en boeiende plek, tegelijk binnen maar ook buiten een psychiatrisch ziekenhuis met een quasi uniek profiel. Vallei werkt ook afdelings-en ziekenhuisoverstijgend samen met centra die dezelfde visie delen. De samenwerking uit zich onder meer in gedeelde projecten, intervisies, opleidingen en ontmoetingen tussen patiënten vanuit diverse settings uit verschillende provincies. De afdeling is erg gul in het bieden van kansen, zowel naar patiënten als naar medewerkers.

Je krijgt de kans om hen proactief te adviseren over het financiële en fiscale plaatje achter hun onderneming. Dankzij een diverse klantenportefeuille van hoofdzakelijk familiale ondernemingen uit verschillende sectoren is geen dossier hetzelfde. Profile description:

- More than 5 years of professional experience with Azure;
- Contributing to defining and implementing the Landing Zone in collaboration with various technical departments;
- Proficiency in Azure Landing Zone;
- Expertise in Terraform and Python development;
- Familiarity with Azure Kubernetes Service;
- Good knowledge of English (minimum B2);
- Availability to work 2 times per week in Lisbon;

- 3+ years of experience working as Java Developer;
- Experience with Spring Frameworks, JPA, Hibernate, Angular 2+, Rest, Swagger, API, JSON, Junit, Maven, MVC;

• Je verwelkomt installateurs en particulieren in onze Proshop en brengt hun wensen in kaart.
• Je geeft technisch en commercieel advies over onze producten en diensten en handelt betalingen af.
• Je maakt bestellingen klaar en controleert hoeveelheden, inhoud en verpakking.
• Je ontvangt leveringen van onze leveranciers, controleert de goederen en volgt de voorraad nauwgezet op.
• Je behandelt specifieke dossiers of zorgt voor een correcte doorverwijzing naar de juiste dienst.
• Je stelt offertes, bestel- of verkoopbonnen op en bespreekt levertermijnen en -kosten met de klant.
• Je bouwt actief mee aan sterke en duurzame klantrelaties en werkt hiervoor nauw samen met de vertegenwoordigers.
• Je rapporteert aan de Filiaal Teamlead.

Deze kennis en ervaring breng je mee

• Je hebt bij voorkeur ervaring met magazijnbeheer en toonbankverkoop.
• Een technische achtergrond in sanitaire installaties, bouw, koeling of centrale verwarming is een sterke plus.
• Je bent klantgericht en commercieel ingesteld, sociaal en gedreven.
• Je werkt ordelijk en stipt, zowel zelfstandig als in team.
• Je bent leergierig, stressbestendig en flexibel.
• Je communiceert vlot in het Nederlands.
