About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description

We are looking for a highly professional and skilled Annual Work Programme Specialist, passionate about the European electricity market and the energy transition. The successful candidate will work in the ENTSO-E Secretariat in Brussels and will be required to be based in Belgium, where a hybrid working environment will be offered. You will primarily coordinate ENTSO-E's strategy to advance a consistent and sound Annual Work Programme and the relevant cross committee topics, within ENTSO-E structures formed of transmission system operators (TSOs). The role involves close collaboration with other specialists of the Secretariat, mainly those in charge of System Operations, Markets, System Development, Information and Communication Technologies and Legal.

You will be part of the Annual Work Programme (AWP) team, which oversees the Annual Work Program processes and associated tasks. The team is specifically focusing on legal mandates related to the different Network Codes, European regulations, and other agreements which delegate tasks to ENTSO-E and TSOs. The AWP team maintains a project management office function to monitor the implementation of the deliverables and to report strategically relevant topics within the association.

Occasional travels may be required to support teams at events/meetings organised outside of Brussels.

Your responsibilities

The Annual Work Programme Specialist is part of the AWP team and reports to the Annual Work Programme Manager and the Head of Section within ENTSO-E. You will closely collaborate with colleagues from various sections, members, and stakeholders of the association. Specific responsibilities may change over time depending on strategic initiatives or section management as decided by the Head of Section/ Annual Work Programme Manager. The following responsibilities are foreseen:

  • Planning, monitoring, and reporting of legally mandated deliverables, with a focus on Network Codes (NC) and CEP implementation activities, especially the amendments to the 8 Network Codes and Guidelines. The leadership in a NC amendments related task force is expected from this role.
  • Ensure the internal development and consultation of ENTSO-E’s Annual Work Programme. Close alignment and cooperation with colleagues in the Secretariat, ENTSO-E Committees, ACER and key stakeholders is expected.
  • Launch of the resources planning cycle in conjunction with the AWP processes and ensure that the information is fed in a timely manner to the budget preparations.
  • Support preparations and back up Manager-Convener on the cross-committee NC implementation meetings, incl. preparing agendas, presentations, drafting and tracking actions and following up to close-out actions. Maintain an efficient and transparent exchange of all relevant information on contents / deadlines of NC’s implementation by using various tools.
  • Support the Section’s and the Association’s strategy and keep a close collaboration with the Section’s teams for its implementation.
  • Propose innovative ways to engage with Stakeholders, identifying and implementing where possible new methods of communicating Network Code Implementation through digital platforms, including maintenance and possible updates of the e-codes ‘App’. Co-ordinating potential improvements and extensions to the “Active Library” platform for sharing general guidance and best practices on the implementation of network codes internally for TSOs and externally to all stakeholders.
  • Fulfil the responsibilities of the resource and budget planning for the team following the deadlines as requested by Finance section.
  • Develop processes, reporting mechanisms, and governance frameworks for managing programs within ENTSO-E and support and maintain a project/program management office. Contribute to the creation of project plans, monitor progress, and ensure adherence to timelines and budgets.

Your profile

  • University degree in engineering, economics, law or business administration with 3-4 years’ experience in energy consulting and program/project management, electricity sector or similar background.
  • Proven expertise in project and program management methodologies, organising resources and managing priorities; Strong organisation and coordination skills working across multiple groups and disciplines.
  • Experience in energy markets and TSO organisation(s) or similar will be considered as a plus. Understanding of the TSO business model, European energy regulatory framework and EU policy objectives is expected.
  • Proven expertise or knowledge of European Network Codes including engagement with ACER and/or National Regulatory Authorities.
  • Highly developed interpersonal and verbal/written communication skills in English, with ability to negotiate, influence and build consensus.
  • Change management expertise with a proactive and flexible, service-oriented attitude.
  • Strong analytical skills and structured problem solving.
  • Ability to work within a multinational and multicultural professional environment.
